HIGH LEVEL POLITICAL CONSULTATION ON SOMALIA
Background
The next meeting of the International Contact Group is currently scheduled to take place in Kampala in late May or June. Before this crucial ICG meets, there is a need to establish a common understanding between the Transitional Federal Institutions (TFIs) and other Somali stakeholders on how the transition process enshrined in the Djibouti Agreement is to move forward. This is particularly important now that we are actively engaged in difficult in difficult discussions on how to end the transitional period and the respective roles of the various stakeholders. There is also a need to share information on how the International Community can help to support the transitional activities, enhance the legitimacy and credibility of the TFIs and to learn important lessons from peacemaking, peacebuilding and stability from other regional actors. The outcome should be a clear set of principles agreed by all parties on how to proceed during the remaining transitional period and beyond, and a clear and shared understanding of any post-transitional arrangements.
In order to address these crucial issues the SRSG will host a consultation meeting in Kenya on 7 to 9 April 2011. It will provide a common platform for harmonizing views sharing information on the respective responsibilities of Somalia’s institutions to advance political outreach, reconciliation, reform, the constitutional process and service delivery, as well as intensifying coordinated action by Somali stakeholders in the fight against the Al-Shabaab insurgents and other peace spoilers. The meeting is expected to re-initiate dialogue and consultations with a view to reactivate the High-level Committee. A second follow up meeting is tentatively scheduled for April in Mogadishu.
Objectives
The aim of the consultative process is to re-invigorate dialogue, consultation and cooperation among the Somali institutions and other stakeholders with a view to agreeing on the way forward to end the transition and determine post-transition arrangements and respective responsibilities of all stakeholders
Outcomes
The specific outcome of the political consultations cannot be pre determined. They should evolve from the dialogue and consultations among the stakeholders at the meeting on the suggested objectives and the issues which may arise from the agreed agenda. However the overall outcome should seek to recapture the spirit of dialogue and consultations among all stakeholders advancing the Somali Peace Process. To that end, the key issues to be discussed include the following:
Priority tasks and a schedule of implementation before the end of the transition period, covering, inter alia, the key areas of security, reform, constitution-making, and good governance;
Advancing the implementation of the agreements with the Puntland administration and Ahlu Sunna Wal Jama’a;
Addressing overall relations of the TFG with regional and local administrations;
Requirements, benchmarks and necessary resources for the implementation of the transitional tasks;
Possible areas for further consultations after this meeting.

Procedural and Organisational Matters

The meeting will take place at the Simba Lodge Naivasha, Kenya (to be confirmed)Delegations will be strictly limited in numbers as indicated above. This is a Somali to Somali dialogue in a reduced setting and there is no scope for larger delegations. The International Community is in an observer role and is strictly limited to one seat each.
UNPOS/UNSOA will facilitate hotel bookings. Participants from Somalia will receive DSA to settle their own hotel bills.
The UN will book and pay for commercial airline tickets for the Somali delegates to fly to Nairobi. Delegations are to send nominations as requested below. The UN will only fund tickets for the officially allocated size of the delegations.
