Xubnaha shirka Nairobi lagu casuumay kooxaha ay madalaan iyo xog ku saabsan shakiga shirka

Waxaa isa soo taraya shakiga Dowladda KMG ay ka qabto shirka Qaramada Midoobau ay ku qabaneyso 12-ka bishan, kaasoo casuumaadiisa la wada gaarsiiyay Kooxaha Soomaalida oo dhowr xubnood ugu qeybgalaya shirka.

Ujeeddada ugu muhimsan ee shirka ayuu ku sheegay Danjire Augustine P. Mahiga dib u soo nooleynta sidii uu wadahadal u dhexmari lahaa mas’uuliyiinta Soomaaliyeed, si ay aragti midaysan uga yeeshaan habkii horay loogu socon lahaa nabadda iyo nidaamka waana kulanku wadatashi oo aan wax go’aan lagu gaareyn.
Xukuumadda uu hoggaamiyo Ra’iisul Wasaare Farmaajo iyo Madaxweyne Shariif ayaa qaba tuhun ah in isbadal lagu sameyn doono Dowladda ay hoggaamiyaan, halka Guddoomiyaha Baarlamaanka uu doonayo in uu ka qeybgalo shirka, waxaana jira warar sheegaya in Baarlamaanka mudo kordhinta ay sameysteen laga dhimo doono, isla markaana tirada Xildhibaanada hoos loo dhigo doono.

Xubno ka tirsan Baarlamaanka ayaa qaba tuhun ah in Tirada Xildhibaanada sidoo kale la yareen doono oo laga dhigi doono 180 xubnood, Guddoomiyaha Baarlamaanka ayaa la sheegayaa in Hey’addaha taageera Baarlamaanka iyo ururada caalamiga uu balan ka soo qaaday hirgelinta qorshahaasi, waxaana soo ifbaxay Xildhibaano ka soo horjeeda qorshaha Shariif Xasan oo hadii uu shirka ka qeybgalo ay qorsheeyeen in ay shir ku qaban doonaan Muqdisho si ay xilka uga qaadaan, iyagoo difaacanaya jiritaankooda maadaama shirka Nairobi dan u arkin.

Dhinaca Xukuumadda ayaa iyaduna dan u arkin iyadoo ka cabsi qabto in Dowladdu ay marto wadadii ay mareen Dowladdihii ka horeeyay ee Cabdullaahi Yuusuf iyo C/qaasim ee shirarka loogu qabtay Nairobi iyo Jabuuti kadibna isbadal lagu sameeyay oo xukuumado cusub lagu soo doortay Nairobi iyo Jabuuti.

Waxaa culeys lagu saaray Dowladda Sheekh Shariif iyo Farmaajo in ay ka qeybgalaan shirkaasi, iyadoo la filayo in ay ka qeybgalaan oo ay tanaasul muujiyaan hase ahaatee rajada ay ka qabaan jiritaankooda ayaa aad u liidato.

Dhinaca kale Amp. Mahiga ayaa gaarsiiyay casuumadda shirka Dowladda KMG oo loo kala dhigay Madaxweynaha, Xukuumadda iyo Baarlamaanka, halka Maamulada Puntland iyo Galmudug lagu casuumay qaab maamul Goboleed, Somaliland-na iyadu loo aqoonsaday Wafdi, kooxda Ahlu Sunna ayaa qaab urur iyaguna ugu qeybgeli doonaan.

UNITED NATIONS POLITICAL OFFICE FOR SOMALIA

UNPOS

Concept Note

HIGH LEVEL POLITICAL CONSULTATION ON SOMALIA
Background
The next meeting of the International Contact Group is currently scheduled to take place in Kampala in late May or June. Before this crucial ICG meets, there is a need to establish a common understanding between the Transitional Federal Institutions (TFIs) and other Somali stakeholders on how the transition process enshrined in the Djibouti Agreement is to move forward. This is particularly important now that we are actively engaged in difficult in difficult discussions on how to end the transitional period and the respective roles of the various stakeholders. There is also a need to share information on how the International Community can help to support the transitional activities, enhance the legitimacy and credibility of the TFIs and to learn important lessons from peacemaking, peacebuilding and stability from other regional actors. The outcome should be a clear set of principles agreed by all parties on how to proceed during the remaining transitional period and beyond, and a clear and shared understanding of any post-transitional arrangements.

In order to address these crucial issues the SRSG will host a consultation meeting in Kenya on 7 to 9 April 2011. It will provide a common platform for harmonizing views sharing information on the respective responsibilities of Somalia’s institutions to advance political outreach, reconciliation, reform, the constitutional process and service delivery, as well as intensifying coordinated action by Somali stakeholders in the fight against the Al-Shabaab insurgents and other peace spoilers. The meeting is expected to re-initiate dialogue and consultations with a view to reactivate the High-level Committee. A second follow up meeting is tentatively scheduled for April in Mogadishu.

Objectives
The aim of the consultative process is to re-invigorate dialogue, consultation and cooperation among the Somali institutions and other stakeholders with a view to agreeing on the way forward to end the transition and determine post-transition arrangements and respective responsibilities of all stakeholders
Outcomes

The specific outcome of the political consultations cannot be pre determined. They should evolve from the dialogue and consultations among the stakeholders at the meeting on the suggested objectives and the issues which may arise from the agreed agenda. However the overall outcome should seek to recapture the spirit of dialogue and consultations among all stakeholders advancing the Somali Peace Process. To that end, the key issues to be discussed include the following:
 Priority tasks and a schedule of implementation before the end of the transition period, covering, inter alia, the key areas of security, reform, constitution-making, and good governance;
 Advancing the implementation of the agreements with the Puntland administration and Ahlu Sunna Wal Jama’a;
 Addressing overall relations of the TFG with regional and local administrations;
 Requirements, benchmarks and necessary resources for the implementation of the transitional tasks;
 Possible areas for further consultations after this meeting.
